The person quoted is Sahir Khan. Sahir is the co-founder and executive vice-president at the Institute of Fiscal Studies and Democracy at the University of Ottawa, and holds a B.Comm (Hons) and an MBA.

Sahir's current field of research includes analysis of proposed government expenditures, financial due diligence on major policy and operational initiatives, assessment of the performance of government expenditures, budgetary, economic and taxation issues.

In the meantime, Sahir conveys some rather pertinent observations about the effects that USA trade policy is having on Canada and possible fiscal responses to alleviate harm caused.
