H4 still hasn't closed above 5194. not a very strong bullish signal

Today everything is meesedup i think its not the day to trade
We have a 4h close above weekly key level but for that level we need a daily close above
And for a day to be bulish we need a 4h closing above 94
But we have an unmitigated magnate down there at 5016
And its the last week of the month
And the monthly close its fractal in favor of bulls
Levels are not aligning
If they go there to test the weekly level what i can say they will come back to the upside instantly
But if we close 4h above 5194 next will be 5220 and 5251
But still not sure
