I will go so far as to say it is a precursor to planting chips into people to keep track of them, who they transact with, impose social tracking etc.
People should be aware that every Citizen that accepts CBDC's is entered into a government database and ALL transactions performed ARE tracked by government.
The government has the ability to restrict a citizens ability to use their CBDC's if said government see's fit.

They have been testing a CBDC in China and it includes Social Credit Scores.
If you breach a threshold or are seen as "bad" they can and do restrict or turn off your CBDC, even if you have money value in it.

I think it's a bit late for that, credit/debit cards already track us. Plus most of us carry smart phones that track our every move. Besides, does it really matter?
