DislikedIt does in that context. "May" is a peculiar word. It can mean the same as "might" (this is the meaning you are thinking of, when you say " 'may' doesn't mean 'will' "), or it can mean "has permission to" or "is allowed to" (this is the meaning intended there).Ignored
