You need traders to open market orders in in a ratio no less than 3 to 1 before a trend is created, at the time you talk about - many traders are at lunch. It’s got nothing to do with larger players not trading, the mass of smaller traders can destroy any large players if they are trading in unison. They just don’t most of the time and not at 1.30. If you're quite new to trading you've heard the market is "trading sideways". People like to say that, but don't know what it really means...these kinds of things are fundamentals of a good foundation to trading FX. Back to liquidity: There is an ample amount of liquidity, but the kind that at this particular time of day -1:30pm chicago board of exchange time- is PROPPING up or SUPPRESSING down the market from moving. It can happens sometimes due to the fact that European traders may be already out of the market and USA traders probably already made their moves and don't want to play anymore but other times you can see some nice moves at that time.
