Got in front of a PC, and I love it! That said, I think I may have found a couple of points that would only need your explanation in code to ensure its interpreted properly in use. Best case, it may be a coding issue that can be cleaned, but again, worst case, as long I understand how to interpret, its a non issue.
In the below images, I snapped the chart with the reference time on H1, and the chart itself on M5. That said, there are two points where I believe the candles are the wrong color. Your answer to the two possible scenarios may help answer this question:
- if an H1 candle opens, and 20 minutes later the RSI drops below 30(bearish), that would put the M5 chart 4 full candles in. Will this drop on the H1 RSI paint the last 4 candles red, or will only the 5th candle become red?
- In that same scenario, if 45 minutes into that H1 candle, the RSI goes back above 30 RSI, would this only affect the remaining 3 M5 candles (returning to neutral gray)? Or would it be returning every previously colored M5 candle back to neutral?
Below are two images that led to these questions... In both, being that the H1 is not far removed from M5, the upward part of the wave is colored red, when I would think it would be more likely neutral. That said, if the answer to question may resolve this. if a candle dropping below the threshold half way through its time span colors all the child candles in, this will repaint. That's not terrible, just needs to be expected to the onlooker!
Below is probably the best example, as a connected shift straight from red to blue (or vice versa), would be a rarity, due to the time it would take the reference TF to traverse that RSI level change.

(1) When you put indicator into a chart it starts evaluating candles of the base chart (M5 - in this example). It will take M5 bar and check value of the RIS for reference time frame (H1 - in this example).
So, right now for EUR/AUD:
You can see that from: 2019.10.29 - 6:00 till 2019.10.29 - 11:00 RSI on H1 was under 30.
There are six candles:
6:00
7:00
8:00
9:00
10:00
11:00
You've got only one value of the RSI for each H1 candle.
This is related on base chart (M5) to 6*12=72 bars. For one H1 candle you've got 12 M5 candles and you must use that one value. When you're reading data from history.
(2) However, from the point you've put the indicator into the chart you've got live data for RSI and bars will be painted properly.
This is current behavior of this indicator. We can discuss about improvements of course.
I've made some minor bug fixes so please download a new version 1.01.
