Disliked{quote} Check your fan and pump curves. Most systems have a way of modifying or at least looking at how the fans and pump ramp up with temperature. If you can change them, temporarily set them to go max with even a small temp change. This will allow you to verify the cooling system is functioning at least reasonably well. At a low load like you have you should be easily seeing sub 40 C temperatures. If it is working well, play with the curves until you find a good balance between noise and cooling requirements.
