The context appears to have obviously been a broader discussion about Hormuz, oil supply, and whether Warsh would cut or raise rates after the stronger than expected jobs report, possibly in response to leading questions. So, Trump was expressing a preference for lower rates (nothing new here) while also saying he would leave the decision to Warsh.
