washington have also put in veto regarding two PM's, the incumbent, Shia Al-Sudani and Maliki.... clearly someone loosing the plot!

There are around $300 billions of Iraqi money stashed in NY fed banks, which will require international arbitration to force its release - including investment in FED debt treasuries - while Baghdad are forced to borrow money from the international market to close gaps in its budget.
