PS, because of people fearing punishment for owning dogs, they often let them go free in the outskirts of the cities. As a result in Iran there is a huge problem with astray dogs. The regime actually pays people for collecting dogs. Since the unemployment is very high in Iran, there are actually people that spend all day hunting for dogs. The pay per dog is very little. As much as $1 per dog but it beats going hungry.
