This is called "representative democracy" as enshrined in the Constitution, when our representatives in Congress make decisions on our behalf, because the Founding Fathers were afraid of the "tyranny of the majority" as you can see in the Federalist Papers.

That the founding Fathers, geniuses who were not prescient, were not always completely right, can be seen from the example of the Republic of Switzerland with the direct democracy where the population votes on such decisions in referenda several times a year.
