Any type of ban wouldn't actually deter the North Korean hacker groups anyway. Within minutes of the ban there were alternative methods of interacting with Tornado Cash through IPFS with new RPCs. North Korean hackers as sophisticated as they are, could surely figure out how to interact with it if they wanted to. All this ban did is advertise Tornado Cash to the world along with advertise irreversible methods of interacting with it. When considering bans, unintended consequences should be considered. Throughout history, we've seen many examples of unintended consequences.
