This ridiculous piece of legislation is over 100 years old and arose to placate isolationists in 1917 to prevent then POTUS Wilson from entering WW1. It failed in that. And its failed ever since to limit the deficit.
It does however create dangerous jepordy for the US each time its contested...and potential for US government shutdown.. potential sovereign default, chaos in financial markets both domestic and international. etc etc. No upside.. (it doesnt work) and serious potential downside.
IMHO congress and both parties need to grow up and repeal it.
