I do not know of an indicator that does what you describe. You will need to write an indicator yourself. Mt4 has several functions to read data from a file, you would just need to plot that on an indicator.

There is no way to correct for the time on the server unless you can access the server and change it yourself. If you are using mt4 for just charting why not just find a broker that is at gmt?
