Brokers are free to set leverage they prefer or that is deemed safe for clients or regulatory body. Allowing for high leverage brokers are risking to attract lots of gambling clients that will spoil their reputation by quick losses

Moving average is the most obvious choice for such indicator. It lags but there are no indicators which can indicate a trend without a lag because they are basically a function of a price, which means they use past values for output

Yeah such systems exist (winrate close to 100%) like arbitrage but unfortunately such opportunities don't last long, either profit margins get slim due to competition or you get banned due to abusing your broker trading conditions.
