This is a big story. Why are they not posting it? Paying 7% under 100k and 9.9% on balances above that is a very bad outcome. The outflows from the Euro regions will be large if these are the solutions they are offering up.

I can assure you it was 1.17 when it was introduced in Jan 1999. I traded it interbank for Chase in London.
