This is a major downside to Oanda. Whereas the spread with many other brokers have settled to a more reasonable level, Oanda has continued with unreasonably wide spreads during news.

No, I have not come across a broker that delays every trade. Unless you are dealing with a bucketshop located in Belize this doesn't happen on a regular basis.

I don't blame you for making the switch to futures. I am thinking of doing the same thing as just getting sick of all the bucketshops. Anyway, the CFTC is intent in giving the bucketshops a fatal blow with their new rules.
