Before thinking in going long,check for divergences. They are important because that's what makes the price change his direction. On your chart,i don't see any divergence,only when PA dropped like that you have bullish divergence on 21 sto to ...

IMHO not yet. Weekly has DS,BBS and looks like a X cross on the stos is coming. Daily tf has bearish divergence (already mentioned that before on this post). H4 tf has a bearish butterfly pattern which could push 21 sto daily down for the upcoming X ...
