I think it is not hard to write some small program that will do this. Try to search on programmer forums. Basically what you need: program that will copy file and paste it somewhere. I think for 10-20$ it could be done.

Interesting idea. Set up something like alert sending software, but what will sent it, when your VPS will be down? Another option, your VPS provider can have such feature.
