yes it is larger but it is just an instrument to move money around. i think the majority of participants to this market are using it to do just foreign exchange - importers / exporters, financial operations between companies from different countries ...

because the downgrade will presumably trigger a sellof of stocks et co... which must be sold again usd - technically when you are selling a stock you are buying its value in usd. and so it looks like everybody is buying usd.
