If we do the same while the creation process of set1 it's safe to assume that a 0 bar counted as 3 0 bars. At least we are consistent. Not perfect but consistent. Or we have to break everything down to a smaller timeframe.

that is technically not doable. If you look at the past you only have access to the adx values at the close of the bar.
