No the way I see it is the dealer is asking for a price if you want to buy and its always higher then the real price (so they make a profit). If you want to sell the dealer will bid a price which is lower than the buying price.

You only pay the spread once, say the ask is 1.4005 and bid is 1.4002 you buy the ask and if you sold immediately you would sell at the bid so it would cost 3 pips.
