Each to themselves. I'm not saying they are not tradable at the shoulder level, but a high probability entry (in my books) is at the breaking of the NL. A shoulder trade is more risky. Of course, you can disagree

If someone throws 10,000 lots ($1 billion) into the system, then it is going to move the market. Every trade ends up going into the system (whether you're online or not) - although there is no central system in forex.

Thanks for your chart. Strictly speaking though, entering a trade solely based on a H/S formation should be done once the neckline breaks and normally on the throwback. If it was just used for confirmation then that's fine.

Right shoulder? Can you post a chart and highlight it? I can't see a right shoulder. I can see a H/S formation on the 5 min but that's about it.

Yep, this is where your system can come in use (to me) - your entries are well defined. This can cause me problems at times as I sometimes get stopped just before the move. Bloody annoying when that happens!
