you can use tradingview, very powerfull alert system, easy to setup with many condition possible - send sms or email, or ping url (check zapier.com !) when price cross your levels, moving averages, anything that is on chart you can set a alert for

yes, on a ranging market the triggers are obviously inversed (you buy overbought and sell oversold !).... on a trending market it may work because the two %R may show momentum...
