I suppose that is GMT3, as is the most common broker's timezone. Likewise, just add 30 minutes to New York opening time.

That's weird, since that EA allows you to adjust the lots. Are you sure it's not due to your broker? Many (like ICM) only allow indices to be traded from a minimum of 1 lot.
