I don't think so, they don't have the right to use an exchange, it would be like the DEA seizing 1000 of oxycontin, they can't sell back to Purdue Pharma. Or to sell back the BMW of that drug dealer back to the garage.
Most exchanges ares not recognized on US soil, and aren't US company, BTC have to be put in public auction, in the same way a Picasso or a Rembrandt bought with drug money would be.
